Background

The first Small Group House will be founded in Vanadzor for 10 children without parental care in April 2018.

The overall Goal of the project is:
Contribution to the development of family-type care and protection for the children without parental care.

Project specific objectives:

  • • To develop alternative care services in Lori region in the form of a Small Group House;
  • • To ensure social protection of children without parental care and life in a family-type environment;

Duties and Responsibilities

Under the guidance and direct supervision of the Programmes’ Manager and Responsible for the Strategic Direction “Social Protection for Disadvantaged Children”, the incumbent provides effective and efficient coordination and management of the “Small Group House in Vanadzor” project, through a range of actions contributing to the design, planning, management and monitoring of project activities. The Project Manager applies and promotes the principles of results-based management (RBM), as well as a beneficiary-oriented approach consistent with Armenian Caritas values, rules and regulations.

The Project Manager works in close collaboration with the Project team as well as the AC senior management for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with Armenian Caritas programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

The Project Manager in close cooperation with the project team, will ensure the provision of social care of the beneficiaries to the highest quality and standards. More specifically:

  • 1. Ensure practical management of the assigned Small Group House in terms of project activities as well as human, technical and financial resources.
  • 2. Be responsible for the coordination of the assigned project work plan according to indicators for achieving planned results, as well as for the overall management of the project in accordance to prevailing AC rules, regulations and procedures.
  • 3. Manage the development and formulation of the detailed project by April, 2018.
  • 4. Identify key performance indicators as well as develop and maintain a monitoring and evaluation system to ensure effective information sharing, provision of feedback and elaboration of top quality progress reports.
  • 5. Ensure and coordinate the timely submission of financial and progress reports, according to donor requirements.
  • 6. Contribute to the wide dissemination and visibility of project achievements. Support mechanisms for exchange of information, experience and lessons learned at the local and national levels. Establish collaboration with the stakeholders for further networking and advocacy work.
  • 7. Perform any other duties connected directly with the implementation of the Project as required.

  • Functional Competencies:
  • •Project Management experience in non-profit;
  • •General knowledge in the field of child protection and care;
  • •Knowledge of and experience in project cycle management and well versed in logical frameworks.
  • •Proven excellent communication skills;
  • •Excellent spoken and written communication skills in Armenian and English;
  • Education:
  • •Degree or equivalent in social sciences. Additional training and certification in project management would be an advantage.
