Terms of Reference for the Final External Evaluation of the project “Emergency Assistance for People forcefully displaced from Nagorno-Karabakh” (EA28/2023 – Armenia – RR) BACKGROUND AND DESCRIPTION OF HE PROJECT After the large-scale offensive unleashed by Azerbaijan against the people of Artsakh (aka Nagorno-Karabakh – NK) on 19th September, 2023 in blatant violation of the international law and Trilateral Statement of November 9, 2020, around 101,800 people were displaced from NK and found refuge in the Republic of Armenia.

International Study Visit

From May 6th to 12th, 2024, an international study visit titled “Study on the Success of the Social Economy” will be held in Greece. We extend invitations to the key local stakeholders from Tchambarak community to participate in this international study visit.   The international study visit is being organized by “Armenian Caritas” Benevolent NGO within the framework of “Socio-Economic EcoSEstem Development in Tchambarak united Community” (EcoSE) project, in cooperation with the German Corporation for International Cooperation (GIZ) under the “Strengthening Civil Society in Eastern Partnership Countries” program. The program is funded by the German government and co-financed by the European Union (EU).

Context & background Title of the project: Institutionalising a Volunteer First Responder Service in Armenia (VolFiRe) Country / Location: Armenia / nationwide Date of the Action:01.12.2022 –  31.08.2025   The Civil Protection system in Armenia is currently mainly based on professional responders from governmental institutions. They are to a large extent on-duty firefighters and other paid staff of the Ministry of Emergency Situations (MES). But Armenia has numerous remote areas particularly affected by the limited coverage through the regional fire and rescue services.

Terms of Reference: Development of rural municipalities in the northwest communities of Armenia (2021 – 2024)

Project Evaluation 1.Background information “Armenian Caritas” was founded in 1995 by the Armenian Catholic Church with the extensive support from the Catholic Relief Services. “Armenian Caritas,” which has ‘Benevolent NGO status,’ focuses its efforts on social protection and care, community-based development programs to improve the living and educational conditions, to improve public health to the most vulnerable social groups, migration and integration to implement sustainable reintegration measures for returnees and humanitarian and development activities. Since the beginning of its work, “Armenian Caritas” has provided direct assistance to thousands of people in 125 communities of Armenia.
