Project name – Promotion of Renewable Energy and Energy Efficiency in Communities of Shirak Marz, Armenia – PRE/GIZ

Armenian Caritas Benevolent NGO, within the framework of the “EU4Energy Efficiency and Renewable Energy in Armenian Communities” project, co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH as a part of the “ECOserve” program, is starting a new initiative “Promotion of Renewable Energy and Energy Efficiency in Communities of Shirak Marz, Armenia”.

 

Within the framework of the “Promotion of Renewable Energy and Energy Efficiency in Communities of Shirak Marz, Armenia” initiative a call for the selection of Project Energy Auditor, Monitoring and Verification consultant is announced.

 

  1. Background of PRE/GIZ Programme

Energy poverty is a crucial issue in Armenia especially in the northern, energy poor communities where dung and firewood are used as primary energy sources. This causes other issue in different marzes of Armenia such as deforestation and soil degradation which increase the vulnerability to climate change.

The project mainly targets public infrastructures in energy poor communities of Shirak region by contributing to their access to sustainable energy. Renewable energy and energy efficiency measures reduce greenhouse gas emissions, energy costs and heat losses, improve indoor air quality and enhance comfort at public infrastructures. These measures contribute to SDGs 3, 7 & 13.

Explicitly the following communities are targeted:

  • Remote, borderline or highland communities
  • Gas off grid communities
  • Economically poor communities with limited resources and possibilities
  • Communities with higher poverty rates needing alternative and sustainable sources of energy
  • Communities willing to make a financial contribution
  • Communities providing willingness and motivation
  • Communities with high number of active youth and women

Implemented Project period: 01.09.2023 – 31.08.2024

 

  1. Goals and Objectives

The overall objective of the “PRE/GIZ” measure is to contribute to accessibility of clean and sustainable energy technologies in energy poor communities of Shirak Marz, Armenia as to the SDG3,7 &13.

The project goal: 20 public/community-based infrastructures/buildings in energy poor communities of Shirak Marz have access to small scale renewable energy and energy efficiency measures with providing benefits to population.

In the frames of the project, 20 public or community-based buildings in Shirak region of Armenia will be supported with small scale RE measure for energy and/or hot water generation, and with basic EE measures to reduce heat losses where this would be reasonable and feasible. The latter can include replacement or sealing of windows and doors, insulation of entrance doors and roofs, etc.

 

 

  1. The Energy Auditor, Monitoring and Verification Consultant is responsible for conducting energy audit services in the pre-selected public or community-based buildings.

 

The Consultant should assist in:

  • Pre-selection of target communities/settlements
  • Facilitating prefeasibility analysis and selection of beneficiary buildings
  • Conducting technical-economic assessment of EE and RE interventions and development of bidding documents
  • Bidding announcement and selection of a vendor
  • Monitoring and Evaluation

 

The evaluations should define:

  • The scope and applicability of RE/EE measures based on the condition of a building (roof carcass, roof covering, technical issues, etc.)
  • The baseline energy consumption and utility costs, already installed measures and their current condition and efficiency
  • The energy, monetary saving (% of decreased utility costs for energy) and GHG (CO2) emission reduction potential of a building
  • The description of feasibility of installation of EE/RE technologies for each building
  • Types of interventions and combination of various measures, materials, technical solution, areas of coverage, volumes and capacities and other technical details

 

  1. The following outputs should be reached together with the Consultant:

 

  • Selection criteria for beneficiary buildings
  • List of the pre-selected beneficiary buildings
  • Final list of the beneficiary buildings with respective approved types of interventions and combination of various measures, materials, technical solution, areas of coverage, volumes and capacities
  • ToR for design, supply and installation of EE ad RE measures
  • Tender packages for design, implementation of EE and RE measures
  • Tender packages for Technical Supervision
  • Installed solar infrastructures (PV, SWH) and energy efficiency measures, delivery/completion and completion acts signed by the Technical Supervision
  • Monitoring visits notes and minutes, including photos, videos, etc.
  • Verification reports, acceptance acts
  • Quarterly technical reports with outputs of monitoring and verification including the baseline, target, and actual indicators, photos and other details
  1. Reporting and Coordination

This Consultant is under the overall responsibility of the PRE/GIZ Programme Manager.

The programme team members are actively supporting the expert and give relevant input.

  1. Required qualifications for the Individual Consultants and the Consulting Companies:

 

The Consultant should have the following skills and experience:

  • Advanced university degree in the field of energy and/or engineering
  • At least 4 years of professional experience
  • At least 3 years of working experience with project related to energy efficiency, renewable energy and energy audit
  • Hands-on experience in conducting energy audits in buildings
  • Experience in development of bidding documentation
  • Experience in cooperation with municipalities
  • Research capacity at advance level with skills in data analyses and data summary
  • Report writing skills in English will be an asset

 

 

 

The Consulting Company should comply with the following requirements:

 

  • A legally registered entity in Armenia;
  • Experience in providing technical-economic assessment of RE/EE interventions (the list of relevant projects, including data on budget, results and donors should be provided);
  • Experience and knowledge in energy audit services in Armenia, the presence of state certificates/licenses in respective fields will be considered a plus;
  • Projects previously implemented for international partners will be considered an asset;
  • Written and verbal communication skills, experience in developing reports and organizing discussions;
  • Excellent interpersonal, organizational and teamwork skills;
  • Fluency in Armenian, knowledge of English will be considered an asset.
  1. Time Frame

This assignment is for the period from 01 November, 2023 until 31 August 2024.
