Location: Syunik province of RA

Project Purpose: Contribution to development of more resilient system of social protection in Syunik province, by supporting sustainable financing of community-based social services that better serve the needs of the country’s most vulnerable people, thus reducing poverty, inequality, and vulnerability.

 

Project Description: Aimed at sectoral reforms, the “Partnership for Syunik-Enhanced Community-based Social Services” project closely cooperates with the Ministry of Labor and Social Affairs, the Ministry of Territorial Administration and Infrastructure, all 7 municipal governments of Syunik province, local civil society organizations (CSOs) and active groups.

Within the framework of the project the consortium of partners works in several directions, through provision of quality community-based social services, by combining to the needs-based capacity development of local CSOs, technical support, and piloting new funding models.

Activities: Within the framework of the project the following main steps are envisaged:

  • need-based capacity development of 15-20 Civil Society Organizations (CSOs) of Syunik province;
  • technical supporting of 7 to 10 Civil Society Organizations (CSOs) for accreditation in the field of social services provision;
  • practicing new models of provision and financing of community social services, including public-private cooperation;
  • creation of mechanisms for participatory planning of social services at the community level in 7 target communities of Syunik province and/or expansion of existing mechanisms;
  • formation and/or expansion of Consultative Bodies at local government level and development of their capacities;
  • participatory development of social service action plans at the local government level and integration into annual work plans;
  • provision of grants (in 2 directions), implementation of annual plan priorities through technical assistance and co-financing.

 

Project Results:

Output 1

Civil Society Organizations have the skills, organizational management practices and sustainable funding models to deliver high quality, responsive community-based social services.

Output 2

Civil Society Organizations and local authorities jointly develop a sustainable mechanism for participatory planning and delivery of community-based social services in line with priorities of the Ministry of Labor and Social Affairs.

Output 3

Civil Society Organizations engage in policy dialogue and advocacy campaigns for sustainable funding of community-based social services.
