Assistance to Affected Population in Nagorno-Karabakh as a Result of Conflict Escalations in April, 2016

Location: NKR: Martakert
Goal: IInternally displaced population and conflict-affected households in Nagorno-Karabakh are able to live in dignity in areas of displacement.
Activities: Based on the humanitarian needs assessment conducted in May, 2016 in NKR and Armenia, Catholic Relief Services (CRS) availed an emergency funding for “AC” to address immediate needs of households affected by the escalation of the conflict. As well as, Catholic Relief Services (CRS) deployed cash and market technical advisor (TA) – Mulugeta L. Handino to support “AC” emergency team rollout of the multipurpose cash grant assistance. For the purpose of coordination and synchronization of activities “AC’ Emergency Team had meetings with the stakeholders – Ministry of Labor and Social Affairs in NK UNHCR, ICRC, etc.
“AC” targeted Martakert, where the households were displaced twice in April and there was an evident gap of humanitarian activities.
The beneficiary selection criteria were the following:
- – Households with pregnant or lactating women
- – Households with minors under 14 years of age
- – Households with members suffering from chronic illnesses and disabilities
- – Households with members demonstrating an urgent medical need or urgent need for access to healthcare services
The cash grant ranged from 40.000 AMD to 187.000 AMD ($85-$394), the amount decreased as the number of the members in a household increased. The multi-purpose cash grant was distributed to the beneficiaries through bank system functioning in NK. Number of the beneficiaries included in the project made 82, overall making 374 persons (household members included).
