Project background:
Since the day of its establishment in 1995 “Armenian Caritas” has implemented numerous projects targeting children and their families. As a result of implementation of these projects “Armenian Caritas” came to the decision to continue its efforts to family-based support, keeping main focus on child care and protection in family environment. Creating day care social centers for children and families since 2009 “Armenian Caritas” provides community- based complex services to the disadvantaged children and parents by means of multi professional staff.

From August to December 2009 a preparation phase of the project “Social Pedagogical Assistance to the Children” was implemented by “Armenian Caritas” with financial support of Caritas Germany. The first Day Care Social center for children and their families was established during that pilot phase in Gyumri in October 2009. First phase of the project “Family-oriented support of children and adolescent in critical circumstances” has been implemented during January 2010 – December 2012 funded by Caritas Germany with funds of the German Government (BMZ). One more Day Care Social center for the children and their families was established in Tashir in January 2011. Especially in the first phase capacity of the staff was developed and in the second phase the professionalizing of staff was still an integral and important part. Methodologies for social- pedagogical work were developed and were tested with the target groups during the first phase of the project. By the end of that phase a detailed plan for the further three years in regard of target group specific intervention areas and adequate methods were available.

During the second phase of the project 2013 – 2015 the multi-professional staff of the project continues ensuring social protection of disadvantaged children, youths and their families in two centers of Gyumri and Tashir. The focus of the second phase was professionalization of the social services for 160 children and their families, conceptual elaboration: social space work with children and youths, strengthening the networks with the stakeholders active in child protection sphere.

The project foresees to keep the main intervention areas also during the current last phase 2016 – 2018: work with 190 children, their parents and caregivers, schools, communities and stakeholders. The new and the most important area of intervention will be advocacy work, lobbying and networking. For ensuring continuation and sustainability of the project the project will elaborate Child Protection regulations, methodologies by 2018 and participate in the policy making and reform processes of Armenian Government.
