Disability Policy and Policy Guideline
1.Background
Armenian Caritas many years has been involved in efforts of solving the problems of persons with disabilities in Armenia. Continuing provision of multi-component services to its beneficiaries with disabilities, Armenian Caritas with its development of own disability policy aims to reveal a new level of quality steps in solution of disability issues within the organization as well as in Armenia. It is anticipated that the policy should be in line with the approach of the RA government towards disability issues, with international conventions and norms and as well with the vision of Caritas family.
2. Objectives of the Assignment
The overall objective of the consultancy will be support to development of AC Disability Policy and Policy guideline. The consultant will be expected directly to work with AC’s Advocacy officers, Programs Manager and Projects’ managers (Consultant team) to develop a policy guideline.
3. Scope of the work
The development of AC Disability Policy and Policy guideline will be led by external consultant in close coordination with AC’s top staff. The consultant team will be responsible for undertaking following tasks:
- Facilitate workshop to consult with AC staff and identify priority areas. The workshop will rely on participatory methods, including brainstorming sessions.
- Draft a complete policy paper and guideline, outlining clear recommendations, target activities, allies, deliverables and indicators, as well as an implementation plan for the 3 years.
- Identify specific role of AC and its stakeholders on persons with disabilities issues in influencing the implementation of policies at the local and national level.
- Provide recommendation on potential structure and focus over the coming three years.
- Prepare final disability policy paper and guideline of AC including comments.
4. Methods and Tools
Following methods can be used to complete the above mentioned tasks and fulfil the purpose as defined by this ToR.
1. Desk review of the state policy and relevant documents
2. Desk review of AC’s documentation
3. Consultative meetings/interview with relevant stakeholders like potential CSOs, experts, AC board and staff members
4. Workshop with AC staff members
5. Round table discussions
6. Presentations
5. Key qualification, experience and skills of the consultant
Education:
- University degree in the relevant field (development studies, politics, law etc.);
Experience:
- In-depth knowledge and understanding of disability issues in RA
- Extensive work experience and proven record in advocacy, policy, campaign, strategic management (at least 5 years)
- Demonstrate experience of having undertaken similar assignments
- Good analytical and documentation/policy papers writing skills
- Good communication and facilitation skills
- Advanced knowledge and skills of MS Office, including Word, Excel, PowerPoint is required.
6. Duration of task completion
The assignment is estimated to commence with no more than 30 days and to be completed within November 15, 2015.
7. Key deliverables
The consultant will work closely with AC’s Advocacy officer, Programs Manager and Projects’ managers. All deliverables will be submitted to AC on date as mutually agreed during the inception meeting. The reports will be reviewed by AC team.
The consultant should submit following key deliverables,
- Inception report: Outlining details of activities with proposed methodology and timeline/ delivery dates
- Schedule of workshop and sessions plan
- Draft policy paper and guideline for feedback and comments
- Draft report on policy paper and guideline structures and focuses
- A final policy paper and guideline (e copy) in Armenian and English, including implementation plan
- Workshop report
6. Financial procedures
The payment will be made as follows:
1st instalment – 40% (after signing the agreement); and
Final instalment – 60% (after submission of final deliverables)
