Background Information and Rationale
Prior to initiation of the Primary Health Care Center Project Armenian Caritas was engaged in relief medical projects, among which Catholic Medical Mission Board (CMMB) Medicines Distribution project to clinics and hospitals was the most significant one. Since January 2002 Armenian Caritas has established, sustained and developed the activities of the Primary Health Care Center (PHCC) in Gyumri.
During the last decade AC PHCC (Primary Health Care Center) project partner was mainly Renovabis.
PHCC provides medical care for many of the poor of the region, where the unemployment is so high. These are people who have no access to basic health care. Their average income is very low. Though recently government has mandated free health care to the whole population of the country, in reality, most individuals even in the most vulnerable categories have to pay in some way for access to public health care. Among them are lonely pensioners, disabled people, underprivileged families, unemployed.
Overall objective: People in Gyumri, Shirak region have access to high-quality and affordable primary health care and psychological services.

The Project is financed by Renovabis Germany. The overall aim is to support Gyumri community people’s access to healthcare and psychological services.
Direct beneficiaries are:
- 1300 have used medical and psychological services of the PHCC
- 15 vulnerable and lonely elderlies have been reached by home visits
- 32 pregnant women have been participated in birth preparation
- 25 war-displaced people, have received psychological support
- 20 families of children with psychological problems have received psychological and educational support
Project implementation – 9 months (01 April 2023 – 31 December, 2023)
No-cost extension – 2 months (01.01.2024 – 29.02.2024)
Total cost of the project is 78.950 EUR with a grant amount of 75.000 EUR.
Description of Responsibilities and Outputs
Subject of this engagement is the project final audit covering the entire project duration to be conducted before submission of final project report to Funding agency (deadline: June 30, 2024).
The objective of this engagement is for the Auditor to verify that the expenditure claimed by the Local Partner (Armenian Caritas) is accurate and eligible and to submit to the Local Partner a report of factual findings with regard to the agreed-upon procedures performed. Eligibility means that the funds provided by the grant have been spent in accordance with the terms and conditions of the Project Agreement.
The auditor’s role will be limited to reporting only factual findings that confirm whether:
All costs as well as all receipts (including other sources of financing) declared in the Final Financial Report are justified by the relevant supporting documents;
All costs are incurred in the eligibility period in accordance with the Grant Agreement Armenian Caritas NGO has complied with the rules for accounting and record keeping in accordance with the Grant Agreement.
The objective is further to obtain reasonable assurance Financial Report is free from material misstatement, whether due to fraud or error, thereby enabling the Auditor to express an opinion on whether the financial report was prepared, in all material aspects, in accordance with accounting principles defined by the Law in the project countries.
The Auditor will be responsible for performing the agreed-upon procedures as specified in the Terms of Reference and for submitting an audit report of factual findings.
The audit is to be carried out within the Armenian Caritas premises in Gyumri; documentation from the project holder will be submitted to auditor on request.

The financial information contained in the audit report of the auditor is to be expressed in AmD. The audit report of and all other documents resulting from the audit engagement must be in English. |

Payment Conditions
The contract will be lump sum that should include costs of consultancy required to produce the above deliverables.
Payment will be released in one instalment upon timely submission of respective deliverables and their acceptance by the Project Holder (AC).
Qualifications and experience
The company should have registered Certified Auditors in the audit team.
The person appointed as the Audit Manager should be a Certified Auditor (registered accounting expert) in Republic of Armenia with at least 10 years of audit experience.
The company should have at least one Certified Auditor (registered accounting expert) with EU/international recognized certification.
The certified auditors should demonstrate audit experience of donor funded projects and/or international organizations.
