Armenian Caritas has adopted 4 main strategic directions for 2022-2026: social protection, migration and integration, balanced development of communities, resilience in crisis situations. One of the aims of Armenian Caritas is to improve the mechanisms for meeting social needs in the Republic of Armenia and to provide opportunities for socially vulnerable people and children in difficult life situations and their families to integrate into community life and lead an active lifestyle.
Project Summary:
Since the 2023 Nagorno-Karabakh displacement, over 115,000 displaced persons have fled to Armenia, compounding the country’s pre-existing complex need for adequate and affordable housing faced by more than 36,000 other refugees, asylum-seekers, and approximately 230,000 Armenians. In response, Armenian Caritas has partnered with Catholic Relief Services (CRS), the Republic of Armenia’s Ministry of Labor and Social Affairs (MLSA), and Mission Armenia to implement the Nonprofit Social Housing (NPSH) Pilot Project in Armenia. This project aims to pilot the NPSH rental model based on successful Western European systems – notably the Vienna model, which CRS helped the government in Bosnia and Herzegovina (BiH) to implement as a durable solution to long-term displacement for over 3,000 families. Armenian Caritas and its partners develop the necessary legal frameworks, technical standards, and maintenance and management practices to establish an NPSH model in Armenia, including the reconstruction of a disused state-owned building (planned February 2026 to December 2026) into a repurposed pilot NPSH facility in Artashat. Armenian Caritas is responsible for the procurement, implementation, and management of the reconstruction activities and socioeconomic integration of NPSH tenants.
Job Summary:
The Engineer, under the supervision of the Armenian Caritas’s Migration, Refugee Protection and Emergency Response Projects’ Strategic Direction Team Lead, and in close collaboration with the CRS’ Project Manager and Technical Advisor from CRS’ Balkans/Europe Outreach Country Program, is to lead the implementation of a pilot reconstruction project which will provide long-term affordable housing to vulnerable individuals as well as to oversee building contracts, monitor the construction work’s progress, and track spending. This position requires frequent travel within Armenia, specifically between Yerevan and Artashat communities.
Roles and Key Responsibilities:
- Oversee the preparation of technical documentation, tender process and contract documents of reconstruction building works on the public building in Artashat, the selection of contractors and the carrying out of tenders, also to prepare building designs and assessments, if required.
- Oversee and participate in regular monitoring of the progress of the work on site with regard to the scope of work, construction standards, approved project design, and the program within the agreed building contract.
- Make sure all activities are in accordance with statutory and technical legislation and by liaising with state authorities and consulting statutory documentation.
- Oversee and participate in checking valuations submitted by contractors and the preparation of regular contract administration documentation.
- Manage and implement all construction-related activities throughout relevant project cycles (start-up, implementation and close-out) to ensure efficient and effective implementation in line with Armenian Caritas/CRS’ program quality principles and standards requirements, and good practices.
- Where required by individual project agreements, assist with the coordination of labor, and the supply and delivery of materials and equipment.
- Participate in the development of reconstruction program documents that will define the procedures for implementation․
- Work with representatives of relevant ministries and agencies to ensure the fluid implementation of reconstruction works․
- Work with representatives of relevant utility companies to ensure timely connections with the building and fulfill their requirements․
- Manage and monitor financial and material resources relevant to project needs through planning and oversight ensure efficient use of project resources.
- Support Armenian Caritas’s Finance Officer with the quarterly finance liquidation reports and the semi-annual narrative reports in accordance with donor agreements and memos on request․
- Liaise with CRS’ Project Manager I: Program Quality & Growth and Technical Advisor: Social Housing Legislation & Engineering as needed for both technical and programmatic activities and operations and participate regularly in Armenia Nonprofit Social Housing Working Group and relevant task forces․
- Under the supervision of CRS’ Project Manager and the direct supervisor, represent CRS’ project to the local government authorities, national partners, and other stakeholders.
- Liaise with beneficiaries, other local community representatives and authorities and participate in municipality and other meetings when appropriate.
- Share project ideas and relevant information with the Armenian Caritas and CRS Project Managers in order to investigate and develop good project proposals.
- Provide the translation and interpretation skills as required.
Basic Qualifications
- University diploma (Civil Engineering, Structural Engineering, Architecture, or other relevant technical degree)
- Experience in implementation of shelter and infrastructure projects funded by international donors is desirable (CRS will prefer those with longer experience)
- Experience in work in non-governmental sector is desirable
- Ability to liaise effectively with project beneficiaries, vendors and partners
- Good English language knowledge
- Digital literacy, including proficiency in MS Office package (Excel, Word, PowerPoint, Outlook, Teams). Experience with database management systems (e.g. MS Access) and building information modeling (BIM) computer-assisted design (CAD) software (Graphisoft Archicad, Autodesk, Twinmotion) is highly desirable.
- Driving License: B category is required
Required Languages
- Armenian (Minimum C1 proficiency)
- English (Minimum B1 proficiency, with strong understanding of technical vocabulary)
Travel
- Must be willing to travel up to 50% within Armenia
- Regular travel between Yerevan and Artashat is expected
