This ToR defines the modalities and deliverables of the development of the Communication Strategy that is to be carried out for the purposes of the project, titled “Inclusive and Equitable quality education for All”, funded by Caritas Germany.
The overall objective of the project is as follows: “To contribute to the establishment of inclusive and equitable quality education for all, in accordance with SDG 4”.
Within the framework of the project the assignment will be conducted to ensure the synergized approach in implementation of Communication and Advocacy Objectives of the Strategic Direction “Inclusion of People with Disabilities” with a special focus on the Project in question.
- Background
The Armenian Caritas Benevolent Organization was established in May 1995. The establishment of Armenian Caritas in the North of Armenia, Shirak Region, Gyumri city was initiated by the Catholic Relief Services (CRS) and the Armenian Catholic Church to deliver direct assistance to the most vulnerable groups of the society. Armenian Caritas is a non-governmental organization registered in the RA Ministry of Justice. The mission of Armenian Caritas is: “Serve different vulnerable groups with love and compassion, respecting the dignity of each individual”. Armenian Caritas is a strong and significant role player in consolidation of social justice and social protection in the Republic of Armenia. Armenian Caritas sees itself as the expression and an instrument of charity of the Armenian Catholic Church. Accordingly, Armenian Caritas seeks to organize and implement humanitarian and charitable actions in favor of persons and social groups living under difficult conditions without religious, national or racial discriminations. Moreover, Armenian Caritas views itself as an important force in actively promoting the democratic and developmental changes in Armenia. Armenian Caritas strives to work with families, uphold family values, and empower parents to be involved in healthy parenting values. Currently the Organization implements around 50 projects in 4 regions of Armenia: Lori, Gegharkunik, Ararat, Shirak and Yerevan. Annually it reaches 150,000 people living in poverty.
Objectives of the Assignment
The main purpose of this Call is to facilitate the development of the communication Strategy for the overall Strategic Direction of “Inclusion of people with disabilities” with a special focus on the above-mentioned project, as its part. The Communication Strategy should target the purpose of attitude change amongst the project targeted institutions and overall society, as well as should accompany the advocacy actions, foreseen for achievement of Strategic Goal and Objectives of the Direction.
1.1 Scope of work
-Situational analyses of the Goal and Objectives of the Strategic Direction in general and the specific requirements of the above-mentioned project;
-Organization and facilitation of a workshop with the Stakeholders concerned;
-Development of the draft Communication Strategy with the SMART Objectives and indicators of achievement, detailed annual Plan of Actions, communication tools and techniques, responsibilities assigned and the budget;
1.2 Qualifications and Competencies
–University degree in media relations and journalism, or related studies;
– Comprehensive knowledge on the challenges of the Education System, inclusive education reforms and disability issues in the RA;
-Comprehensive knowledge of communication as a tool for attitude change and advocacy;
-Facilitation skills and previous proof-record experience;
-Proof-record experience in elaboration of Communication Plans for non-profits;
-A minimum of 3 year experience with a proven professional record in working as an expert in the field of media and communications;
-Fluency both in Armenian and English for key research staff;
– Sensitivity, empathy and rapport.
Key deliverables/Outputs
The tenure of the assignment will be one month, beginning from November 12, 2018. Following are the deliverables of the assignment.
- Inception report on the assignment in English, which will include a work plan for the assignment, methodology, tools and techniques, based on the conducted desk review.
- Workshop facilitation plan.
- Communication Strategy with the Log frame, Action Plan, Tools, Budget in English.
Duration of the position
Contract Type-Service
Terms of Payment-Lump sum –40% will be paid in mid-term work load, 60% will be paid upon submission of final work.
