Position: Project Manager (referred to as Caritas Field Coordinator in the Project budget)
Location: Syunik (possibility to work from other Marzes with need-based travels and short stays in Syunik)
Contract duration: 36 months

Project Summary
Armenian Caritas in the consortium with PIN and WINNET will launch a new project in Syunik in February 2023 aimed to support improved community-based social service provision by placing civil society organizations (CSOs), municipal authorities, and the Ministry’s Unified Social Services at the forefront of community-based social service planning and delivery in Syunik region and provide evidence-based working models to support ongoing reforms in the social protection sector. The “Partnership for Syunik – enhanced community-based social services ” project is aimed to have resilient, trusted, and accountable Civil Society Organizations in Syunik region and ensure effective cooperation with government authorities to deliver financially sustainable community-based social services that serve the needs of vulnerable populations in Syunik province. The project is to be funded by the EU.
The project would require effective coordination with the Ministry of Labour and Social Affairs; the Ministry of Territorial Administration and Infrastructure; Syunik Marzpetaran and Syunik 7 Municipalities; and international and local agencies supporting Social Reforms in Armenia. The project envisages capacity building for CSOs to be able to deliver needs-based social services; establishment of community-level participatory social service planning mechanisms in seven target municipalities; facilitating CSO-led policy dialogue to advocate for sustainable funding of community-based social services through FSTP scheme for CSOs and technical support; national level coordination to scale up participatory planning of social services mechanism practiced within the project. Under the direct supervision of the Programs’ and ID Officer, the Project Manager is responsible for all components of Armenian Caritas part of the project’s management, ensuring efficient, effective, and sustained collaboration with project partners, stakeholders, target group, and the donor.
Main Duties and Responsibilities։
Project and Financial Management
- Manage all day-to-day programmatic and operational activities of the project, ensure close coordination of project activities with all stakeholders and provide guidance to the project staff.
- Manage field activities, liaising with municipal-level authorities throughout the Syunik region in cooperation with the lead partner.
- Liaise and maintain close coordination with all stakeholders including national and local public authorities, NGOs and initiative groups, entrepreneurs, media, donors, and partners.
- Coordinate project activities with the leading organization and other project partner.
- Participate in Project Steering Committee meetings.
- Manage the performance of Caritas project team.
- Participate in drafting the annual work plans on the implementation of the project.
- Responsible for internal and external communication of the project.
- Participate in press conferences, training, workshops, round table discussions, and other outreach activities, as needed.
- Track project expenditure.
- Ensure compliance with donor and Caritas internal policies and procedures.
- Promote synergies and coordination across all Caritas’ activity areas.
- Any other tasks as assigned by the line manager.
Position Requirements
Qualifications/experience
- University degree in development or other relevant fields.
- At least 3 years of progressive management experience in the NGO field with a focus on a) civil society b) development programs; c)social protection and similar sectors.
- Understanding of the Armenian social services sector, in particular, the ongoing sectoral reforms and financing mechanisms and community-level social service mechanisms.
- Experience in the field of social protection/social work.
- Experience in working with Government authorities both at national and local levels.
- Experience with budget management, financial forecasting, and donor compliance issues.
- Proven experience and good knowledge of office administration processes, procurement, and techniques.
